Every week across Bengaluru, hundreds of homebuyers complete their property registrations at local Sub-Registrar Offices (SRO) through the Kaveri 2.0 Portal. They pay substantial stamp duty, collect their stamped Sale Deed, receive the keys, and assume the legal transfer of ownership is 100% complete.
Months later, when they attempt to pay property taxes, secure a home renovation loan, or apply for an electricity meter transfer, they encounter an alarming roadblock: the property tax records, municipal assessment books, and water bills still carry the previous seller's name.
This occurs because of a fundamental legal distinction that many homebuyers overlook: Sale Deed Registration transfers legal ownership under the Registration Act, 1908, but it does NOT automatically update municipal tax assessment books under the Karnataka Municipal Corporations Act. To establish complete administrative ownership and become the legal taxpayer of record, every property buyer must execute a formal Khata Transfer (Mutation) on the BBMP e-Aasthi portal.
